CAPITAL IMPROVEMENT PROGRAM 2006/07 TO 2011/12Page 1137CAPITAL IMPROVEMENT PROGRAM2006/07 TO 2011/12Capital Budget ProcessThe Capital Improvement Program (CIP) is a sixyearfinancingplanforinfrastructureimpro vementsfacilityconstructionandimprovement and equipment acquisition.TheCitysemphasisonlongrangecap italimprovement planning focuses attention on thecurrent and future needs of the community and onbalancing those needs with the Citys fiscalresources.The CIP is updated annually based on input fromCity Council the public and City staff. The FY200607 CIP is influenced by a number of otherplanning processes including the Citys longrange Strategic Operating Plan the UnifiedDevelopment Ordinance the Parks & RecreationMaster Plan the Pedestrian Thoroughfare Planand the 1998 Parking Study.The annual capital budget process begins inDecember about one month before departmentsbeginworkontheiroperatingbudget s.Departments submit a list of CIP requests to theBudget & Research Office in mid January.Budget & Research then reviews all requestsincluding projects that had been tentativelyscheduled in previous years CIPs and makesrecommendations to the City Manager and themanagement team. Following the City Managersreview the CIP is then submitted to the CityCouncil for approval along with the Citys annualoperating budget. Approval of the CIP commitsthe City to the first year of capital projects.In order to be included in the CIP a capital item orconstruction project must have a useful life ofmore than one year and an initial cost of at least$25000.All capital items not meeting thesecriteria are included in the annual operatingbudget as capital outlay. The one exception tothis rule is vehicles.All vehicle purchasesregardless of price are included in the CIP.General Capital Reserve FundThe General Capital Reserve Fund providesfunding for all general government capital needs.FY 200607 funding is provided by a $2122354payasyougo contribution from the GeneralFund $3963025 in d ...
